Ability to skip and set meta-data when using Schedule Builds and Block Steps

If a pipeline has a block step, it can’t be scheduled because it will be blocked.
It would be nice if there was a way to override block steps on scheduled builds by pre-populating the meta-data that the block step sets

Why not use a dynamic pipeline and check the BUILDKITE_SOURCE env var to see if it is "schedule"?
