Please add a BUILDKITE_JOB_URL environment variable

Hi there!

Would it be doable to add a BUILDKITE_JOB_URL env variable so that we can link to the job? We already have BUILDKITE_BUILD_URL and BUILDKITE_JOB_ID but it feels weird putting them together with a # to compose the URL.
