Build state filtering for personal email notifications

The organization notification services have this Branch state filtering which allows filtering notifications for example when builds are cancelled which afaict isn’t possible with personal email notifications,

Only sending notifications on passes after a failure would also be a nice enhancement, but cancelling is the noisiest.

Thanks for reaching out!
The Organization notification services is more granular and specific with the events that trigger the notification, as opposed to the personal email notifications. We currently don’t have the feature on personal email that is being discussed.
