Console-defined steps causes "command was not defined in any pipeline files..."

When defining a step from the web console for a linux machine, we encounter the below error:

Command 'buildkite-agent pipeline upload apps/android/.buildkite/pipeline.yml' was not defined in any pipeline files, refusing to run

This does not happen on a macstadium vm. We are pulling at strings and starting to wonder if this a buildkite bug. Any troubleshooting tips?
