Group Steps should remain grouped on the build index page

If a certain number of jobs is uploaded in a pipeline with Group Steps, the jobs are displayed without group information on the build index page. If the jobs for a build cannot all be fetched for performance reasons, it would still be nice to provide grouping display. I imagine something like the following:

[ thing.sh ] [ group-1 12/?? ] [ group-2 90/?? ] [ group-3 1/?? ]
